A Decatur, Alabama, liquor retailer proprietor is suing town and a police officer who punched him when cops responded to a shoplifting incident he reported. Kevin Penn held the shoplifter at gunpoint and referred to as cops. When police arrived, retailer surveillance video appeared to indicate Penn unloaded his gun and positioned it on a counter. Officers took the thief into custody. However three of them confronted Penn about his gun. When Penn stated he had a proper to have a gun, Officer Justin Rippen stepped ahead and punched him. The officers then wrestled Penn to the bottom, handcuffed him and arrested him for obstruction.
